Functions of the Internal Audit
Unit The Internal Audit Unit, an integral part of Council's Management, by statute (Finance Regulations, Revised to January, 200) reports directly to the Office of the Executive Secretary, NERDC.
As a Financial Unit of the Office of the Executive Secretary, the Internal Audit Unit is expected to perform among other statutory responsibilities, the following:
i. To ensure that the accounting records are accurate
ii. To ensure that the Programme of Audit is extended to cover all the
records of the Council;
iii. To ensure that the system for the council of the collection of revenue is
adequate and that all moneys received have been promptly brought to
account, the correct heads and subheads;
iv. To ensure that the safeguards introduced for the prevention or prompt
detection of fraud and loss of cash are adequate and for the existence
of Internal check;
v. To ensure that there are adequate means for the verifications of all
cash, stores, plant held;
vi. To ensure that the System for the control of the issue and consumption
of stores is adequate, that all issues are made to the right person, and
used for the purposes for which they were authorized;
vii. To ensure that the System for the control of expenditure is adequate
and that all payments made are properly authorized and correct, that
they are paid to the right person from the correct head and sub-head,
and made for the purposes for which they were authorized;
viii. To carry out Financial as well as Management audits of other areas of
Council's functions with a view to monitoring their efficiency and
effectiveness; and
ix. To prepare and submit periodic reports as circumstances dictate,
which should contain observations on the economy of operations,
efficiency and effectiveness of other areas of activities and functions of
the Council.
Public Affairs Unit The Public Affairs Unit is a unit under the Executive Secretary's Office. It is the image making Unit of the Council and it is divided into 3 sections namely:
Media, Protocol and Communication
Functions of the Public Affair Unit:
The Media section functions area:
* Arrange Press Conference for the Executive Secretary
* Advising the Council on responses to Press Statements that may affect
the Council. This involves going through the National Dailies and other
publications.
* Issuing approved adverts and Press Releases to the News Media
* Compiling editing and publishing some of the Council's information
document like the bulletin and assisting in the publishing of Council's
Brochure
* Maintaining of the photography/Audio Visual services and building of
Albums of Council Principal events.
* Production and distribution of Invitation cards for ceremonies and
coverage of such functions.
* Assisting in organising the Council's publics lectures
* Assisting in organising Conferences, Seminars and Workshops
* Liasing with Utility organisations and selling bills.
* Procurement and distribution of Corporate gifts to the Council's Publics
and Staff
Functions of the Legal Unit
* Directly Responsible to the Executive Secretary
* Chief Legal Adviser to the Council
* Attends to all Courts proceedings involving Council within the Federal
Capital Territory
* Attends to all Courts proceedings involving Council outside the Federal
Capital Territory
* Gives progress report on each of these cases to the Executive Secretary
after court attendance
* Always in touch with the Office of the Attorney General of the Federation
on Council cases being handled by it.
* Conducts searches on any legal issues affecting Council - with any
Government and non-government agencies, and report back to the
Executive Secretary
* And any other Assignment as the Executive Secretary may direct from
time to time |
